    CHP's statement on quarantine facilities
    ********************************


    In response to the latest development of the novel coronavirus infection, the Government yesterday (January 25) announced a package of measures to tackle the disease. Apart from strengthening immigration control measures, the preparation work of quarantine facilities is also very important. The Centre for Health Protection (CHP) of the Department of Health (DH) reiterated that it will first consider requisitioning holiday villages in arranging to send asymptomatic close contacts to quarantine facilities.

    According to the current arrangement, the CHP will arrange close contacts of confirmed cases of novel coronavirus infection who have developed symptoms to public hospitals for treatment in isolation. For close contacts who are asymptomatic and do not require medical attention by doctors and admission to hospitals, the CHP will arrange to quarantine centres for medical surveillance for 14 days after conducting a health assessment.

    At present, the Lady MacLehose Holiday Village has been activated to receive persons who are required to be quarantined while the Lei Yue Mun Park and Holiday Village is also ready. Meanwhile, the DH today (January 26) has started preparation of the Po Leung Kuk Jockey Club Pak Tam Chung Holiday Camp as quarantine centre for quarantining asymptomatic close contacts. To cope with the quarantine need in future, the DH is contacting holiday villages under other non-governmental organisations as potential sites of quarantine centres.

    The Government acknowledges and understands that there is concern among some residents in the North District of the requisition of Fai Ming Estate. Representatives of relevant government departments will attend North District Council meeting this Wednesday to explain and discuss on the issue. Meanwhile, the Government will cease the related preparation work in Fai Ming Estate.

      Hong Kong confirmed three more cases of the Wuhan coronavirus on Sunday, increasing the city’s total to eight, including a patient who was allowed to leave a public hospital last week after receiving treatment for a dog bite despite telling staff he had been to the mainland Chinese city.

      The other new cases involve the husband of a 62-year-old mainland woman who was the third confirmed patient in the city and a Hong Kong woman who had recently visited a Wuhan hospital.
      Confirmation of the infections came as medical unions piled more pressure on the government to tighten or even close the border with the mainland a day after Hong Kong Chief Executive Carrie Lam Cheng Yuet-ngor declared the outbreak an emergency

        LCSD enforces measures preventing novel coronavirus infection
        ************************************************** *


        To tie in with the response level under the "Preparedness and Response Plan for Novel Infectious Disease of Public Health Significance" being raised to Emergency Response Level, a spokesman for the Leisure and Cultural Services Department (LCSD) today (January 26) offered details of additional measures.

        The LCSD will, from tomorrow (January 27), close all children's play rooms in the indoor sports centres, the Toy Library and the Children's Multimedia Room of the Hong Kong Central Library, the Children's Discovery Gallery of the Hong Kong Heritage Museum, and the Children Gallery of Hong Kong Science Museum until further notice.

        At the same time, the department has temporarily closed two holiday camps which were converted into quarantine centres for close contact persons.

        "We shall keep the situation under review and further enhance the precautionary measures if necessary," the spokesman added.

          Protesters threw petrol bombs on Sunday night at an empty public housing complex in Hong Kong that had been earmarked to become a temporary quarantine zone as the city battles an outbreak of the SARS-like novel coronavirus.

          Hong Kong has declared the virus that first began in central China as a public “emergency”—the city’s highest warning tier—and on Saturday announced ramped-up measures to reduce the risk of further infections.

          Among them was a plan to turn a newly built but currently empty public housing block in Fanling into a quarantine facility.

          The buildings would be used to house people who may have come into contact with carriers of the virus as they wait to get tested, as well as frontline medical staff worried about infecting their families...

          ...Dozens of local residents and protesters opposed to the idea held rallies outside the complex on Sunday, with some setting up road blocks.

          In the evening, police said assailants threw petrol bombs at the buildings...

            HKSAR Government imposes immigration restrictions on Hubei Province residents and persons visited Hubei Province in past 14 days

            The Chief Executive, Mrs Carrie Lam, convened a meeting of the Steering Committee cum Command Centre in relation to the Novel Coronavirus today (January 26). As the outbreak is mainly found and the situation is getting more severe in the Hubei Province, and experts have advised that asymptomatic patients would increase the difficulties in disease prevention and control, the Steering Committee cum Command Centre has decided to impose restrictions on all Hubei Province residents and people who visited the Hubei Province in the past 14 days from entering Hong Kong until further notice to reduce the chances of infected persons entering the city.

            With effect from 0.00am tomorrow (January 27), except for Hong Kong residents, residents from Hubei Province and persons who visited the Hubei Province in the past 14 days will not be permitted to enter Hong Kong until further notice. To facilitate the implementation of the above-mentioned measure, all the self-service clearance channels (i.e. e-Channels) at control points will only be open to Hong Kong residents. Non-Hong Kong residents have to use normal immigration counters for immigration clearance. The clearance process may take longer time and the Hong Kong Special Administrative Region (HKSAR) Government appeals for travellers' understanding for the inconvenience caused.

            Mrs Lam announced yesterday (January 25) the activation of Emergency Response Level under the "Preparedness and Response Plan for Novel Infectious Disease of Public Health Significance" and rolled out a package of strategies and measures to tackle the disease. In particular, given the current confirmed cases in Hong Kong are imported ones, the HKSAR Government enhanced the immigration control to contain the spread of the virus. The Steering Committee cum Command Centre is monitoring the development of the disease and listening to advice of experts to study measures that can further reduce the chances of infected people entering Hong Kong.

            At the meeting today, the Steering Committee cum Command Centre considered that, for public health and disease containment, restriction should be imposed as soon as possible on residents of Hubei Province and persons who visited Hubei Province in the past 14 days from entering into Hong Kong, before the formulation of other more comprehensive measures.

              CHP investigates three additional imported cases of novel coronavirus infection

              The Centre for Health Protection (CHP) of the Department of Health (DH) has been investigating three additional imported cases of novel coronavirus infection since yesterday (January 26). The public is again urged to maintain strict personal, food and environmental hygiene both locally and during travel.

              The first case involved a 47-year-old male with good past health who works in Wuhan, Hubei Province. According to the information he provided, he developed fever on January 20 and sought treatment at a hospital in Wuhan on the following day, with his fever subsided on the same day. On January 23, he travelled to Xianning by car and from Xianning he took High-Speed Rail to Shenzhenbei (G1035 carriage No. 2, row no. 11), then from Shenzhenbei to Hong Kong (G407 carriage No. 3, row no. 17), then proceeded to his flat in Universal Towers on Kin Wah Street in North Point. On January 23 evening, he sought treatment from Ruttonjee Hospital's Accident and Emergency Department (A&ED) for dog bite in the Mainland earlier. He had no fever at that moment. He attended Ruttonjee Hospital for medical treatment again on January 25 and was admitted for management. He is now in stable condition. His respiratory samples were tested positive for novel coronavirus.

              The CHP has immediately commenced epidemiological investigations and conducted relevant contact tracing. According to the patient, he worked at a vegetable market in Baishazhou in Wuchang District in Wuhan during the incubation period but had no exposure to wild animals. Preliminary investigations revealed that his wife and daughters are asymptomatic and will be transferred to Lady MacLehose Holiday Village for quarantine.

              The second case involves a 68-year-old woman with good past health who lives in Shenzhen. According to the information she provided, she travelled from Shenzhen to Lo Wu Control Point on January 25. She developed fever and cough since January 21 and was intercepted by staff of DH's Port Health Division at Lo Wu Control Point on January 25. She was immediately taken to the North District Hospital for isolation and treatment. The patient is now in stable condition. Her respiratory samples were tested positive for novel coronavirus.

              According to the patient, she had visited family member in Wuhan during the incubation period but had neither any exposure to wild animals nor visited any wet markets there. Preliminary investigations revealed that she came to Hong Kong on her own and her husband also lives in Shenzhen. She does not have any home contacts in Hong Kong.

              The third case involves a 64-year-old male patient, with underlying illness, residing in Wuhan. He is the husband of the patient (62-year-old female) of the third imported case of novel coronavirus infection in Hong Kong. Since he is a close contact of the 62-year-old female patient, he was already sent to Lady MacLehose Holiday Village for quarantine on January 24. He developed fever on January 25 night and was transferred to Tuen Mun Hospital (TMH) for isolation and treatment. The patient is now in stable condition. His respiratory samples were tested positive for novel coronavirus.

              According to the patient, he travelled from Wuhan to Shenzhenbei (G1013) and then from Shenzhenbei to Hong Kong (G6543) by High-Speed Rail on January 19. Preliminary investigations revealed that he and his wife came to Hong Kong to visit their daughter and son-in-law and stayed at South Hillcrest in Tuen Mun. Their daughter and son-in-law are asymptomatic and are now at Lady MacLehose Holiday Village for quarantine.

              Meanwhile, the CHP is following up on the contact tracing concerning the incident at TMH A&ED. A total of 11 patients, two people in their company and a male security guard were identified as close contacts. Among them, five were in-patients of TMH and will continue to receive treatment in the hospital. Among the six patients that did not require admission, one developed relevant symptoms and had been admitted to Tuen Mun Hospital for treatment, one had been admitted to Tin Shui Wai Hospital for treatment for his needs and three were arranged to MacLehose Holiday Village for quarantine. One person accompanying a patient and the male security guard were also arranged to MacLehose Holiday Village for quarantine. The CHP is continuing the relevant contact tracing.

              The CHP is continuing its epidemiological investigations and relevant contact tracing of the eight confirmed imported cases in Hong Kong. As at 8pm yesterday, the progress on the contact tracing of cases is as below:

              3 of them are staying at Lady MacLehose Holiday Village for quarantine. 1 other contact has developed relevant symptoms and had been taken to Pamela Youde Nethersole Eastern Hospital for isolation.

              6 of them have developed relevant symptoms and were regarded as suspected cases. The laboratory results of all of them were confirmed negative for novel coronavirus and they have been discharged.

              The remaining 43 asymptomatic contacts are under medical surveillance.
              2nd case (56-year-old male patient) 4 persons

              All contacts are staying at Lady MacLehose Holiday Village for quarantine.
              21 persons

              All contacts are asymptomatic and under medical surveillance.
              3rd case (62-year-old female patient) 16 persons

              Two contacts are staying at Lady MacLehose Holiday Village for quarantine.

              Regarding the contacting tracing of 14 additional close contacts at TMH A&ED, please refer to the details above.

The Lady MacLehose Holiday Village under the Leisure and Cultural Services Department has been converted as quarantine centre and close contacts would be transferred to the village for quarantine.

              There are 8 confirmed imported cases so far. The CHP has set up a hotline (2125 1122) for the cases, which operates from 8am to 9pm daily to answer public enquiries. As at 4pm today, a total of 479 calls were received.

              A dedicated webpage (www.chp.gov.hk/en/features/102465.html) has been set up by the CHP to provide relevant information and health advice on Severe Respiratory Disease associated with a Novel Infectious Agent. Information of the latest notifications received from the Mainland and overseas will be updated to the CHP website (www.chp.gov.hk/files/pdf/statistics_of_the_cases_novel_coronavirus_infectio n_en.pdf) daily at 9am and 6pm to help the public grasp information on the affected countries/areas.

              A spokesman for the CHP said, "The CHP will continue to maintain its liaison with the National Health Commission, the World Health Organization and the relevant health authorities, and closely monitor the situation for risk assessment."

              To prevent pneumonia and respiratory tract infection, members of the public should always maintain good personal and environmental hygiene. They are advised to:

              • Wear a surgical mask when taking public transport or staying in crowded places. It is important to wear a mask properly, including hand hygiene before wearing and after removing a mask;
              • Perform hand hygiene frequently, especially before touching the mouth, nose or eyes; after touching public installations such as handrails or door knobs; or when hands are contaminated by respiratory secretions after coughing or sneezing;
              • Maintain drainage pipes properly and regularly (about once a week) pour about half a liter of water into each drain outlet (U-traps) to ensure environmental hygiene;
              • Wash hands with liquid soap and water, and rub for at least 20 seconds. Then rinse with water and dry with a disposable paper towel. If hand washing facilities are not available, or when hands are not visibly soiled, performing hand hygiene with 70 to 80 per cent alcohol-based handrub is an effective alternative;
              • Cover your mouth and nose with tissue paper when sneezing or coughing. Dispose of soiled tissues into a lidded rubbish bin, then wash hands thoroughly; and
              • When having respiratory symptoms, wear a surgical mask, refrain from work or attending class at school, avoid going to crowded places and seek medical advice promptly.

              The public should take heed of the health advice below when travelling outside Hong Kong:

              •Do not travel to Hubei Province where community transmission of novel coronavirus is occurring. If it is unavoidable to travel to such places, put on a surgical mask and continue to do so until 14 days after returning to Hong Kong;
              •Avoid close contact with persons with fever or respiratory symptoms in countries/areas with possible community transmission of novel coronavirus infection. If it is unavoidable to come into contact with them, put on a surgical mask and continue to do so until 14 days after returning to Hong Kong;
              • Avoid visiting hospitals. If it is necessary to visit a hospital, put on a surgical mask and observe strict personal and hand hygiene;
              • Avoid touching animals (including game), poultry/birds or their droppings;
              • Avoid visiting wet markets, live poultry markets or farms;
              • Avoid making close contact with patients, especially those with symptoms of acute respiratory infections;
              • Do not consume game meat and do not patronise food premises where game meat is served;
              • Adhere to food safety and hygiene rules such as avoiding consuming raw or undercooked animal products, including milk, eggs and meat, or foods which may be contaminated by animal secretions, excretions (such as urine) or contaminated products, unless they have been properly cooked, washed or peeled;
              • If feeling unwell when outside Hong Kong, especially if experiencing a fever or cough, wear a surgical mask, inform the hotel staff or tour escort and seek medical advice at once; and
              • After returning to Hong Kong, consult a doctor promptly if experiencing a fever or other symptoms, take the initiative to inform the doctor of any recent travel history and any exposure to animals, and wear a surgical mask to help prevent spread of the disease.

The public is again urged to maintain strict personal, food and environmental hygiene both locally and during travel.

                Quarantine will be arranged for close contacts while medical surveillance will be arranged for other contacts. The Lady MacLehose Holiday Village under the Leisure and Cultural Services Department has been converted as quarantine centre and close contacts would be transferred to the village for quarantine.

                  The following is issued on behalf of the Hospital Authority:

                  As at noon today (January 27), public hospitals had reported to the Department of Health (DH) the admission of 69 patients (33 male and 36 female, newborn baby to aged 83) in the past 24 hours who met the reporting criteria of severe respiratory disease associated with a novel infectious agent. Specimens of the patients concerned have been sent to the DH for testing. Among the 110 patients under isolation, 104 are in stable condition. One female patient in Pamela Youde Nethersole Eastern Hospital is in critical condition, three neonatal babies in Pamela Youde Nethersole Eastern Hospital, one male patient in North District Hospital and one female patient in Tuen Mun Hospital are in serious condition due to their underlying diseases. One reported case in North District Hospital succumbed due to his underlying diseases.

                    Hospital Authority urge patients to provide precise information

                    The following is issued on behalf of the Hospital Authority:

                    The Hospital Authority (HA) today (January 27) appeals to patients to provide precise and comprehensive information to healthcare workers to facilitate effective diagnosis. Patients should also cooperate with healthcare workers who will provide appropriate treatment to the patients and prevent the spread of novel coronavirus or other infectious diseases.

                    The HA spokesperson said that some patients or their family members did not provide full or correct important information required such as symptoms, medical history, contact information and travel history etc. in details in recent occasions. Some even refused to cooperate with healthcare workers.

                    "Such information is essential for healthcare workers to diagnose possible novel coronavirus infection, arrange isolation, test and appropriate treatment for the patients. Besides, there were also patients refusing isolation arrangement and left the hospital, and such might spread the infectious disease and pose public health hazards to the community. Patients who withhold information or refuse to cooperate will not only affect their own health, but also increase the infection risks of healthcare workers and the public."

                    The HA condemns the behaviour of withholding important information and appeals to patients to cooperate with and follow the instructions of healthcare workers for their own well-being and public interests.


                    The HA Central Command Committee held another meeting today and discussed strategies and measures to better support its healthcare workers in managing the disease. The following measures will be implemented to relieve their pressure:

                    1. Alongside continuous effort in availing staff quarters in various hospitals and identifying temporary accommodation for them, the HA will arrange special rental allowance for healthcare workers who need to rent hotel rooms or temporary accommodation, as an interim measure;
                    2. The HA will enhance communication with staff and address their concerns towards manpower deployment for managing novel coronavirus patients, stockpile of personal protective equipment and the arrangement in reducing non-emergency services; and
                    3. The HA will minimise non-essential meetings and streamline internal administrative procedures to allow healthcare workers to focus on clinical services.

                    The HA spokesperson reminds the public to wash hands frequently and to wear masks when going out to safeguard their own health. Members of the public who feel unwell should seek early consultation and provide all relevant information to healthcare workers.

                      DH's health advice for persons who visited Hubei Province in past 14 days

                      Following the announcement by the Government on imposing immigration restrictions on Hubei Province residents and persons who have visited Hubei Province in past 14 days on January 26, the Department of Health (DH) today (January 28) gave additional health advice to Hong Kong residents as follows:

                      Currently, Hong Kong residents who have visited Hubei Province in the past 14 days should approach staff of DH's Port Health Division for relevant assessment upon their arrivals. If members of the public are found to be asymptomatic, they will be required to wear a surgical mask immediately and self isolate for 14 days as far as possible. They will also be placed under medical surveillance by the DH. For Hong Kong residents returning from other parts of the Mainland, they are advised to stay home for 14 days upon their return as far as possible. Those who need to go out should wear a surgical mask.

                      For Hong Kong residents and travellers who had been to Hubei Province in the past 14 days but had returned to or entered Hong Kong earlier, they should call the Centre for Health Protection of the DH hotline (2125 1122) for health advice. The hotline operates from 8am to 9pm daily.

                        Latest situation of reported cases of Severe Respiratory Disease associated with a Novel Infectious Agent

                        Since 31 December 2019 (as of 27 January 2020, 12:00 noon), the Centre for Health Protection (CHP) of the Department of Health has received reports of a total of 451 cases fulfilling the reporting criteria, including 8 confirmed cases and 276 cases which were ruled out as novel coronavirus infection. The remaining 167 cases were still hospitalised for investigation.

                          Hong Kong closes China borders as Wuhan coronavirus death toll tops 100

                          Carrie Lam, chief executive of the semi-autonomous Chinese city, told a news conference that the closures would be "temporary," adding the city was also slashing the number of tourist visas it issues to visitors from mainland China, and halving the number of inbound flights from the mainland.

                          Hong Kong announced Tuesday that it was closing many of its border crossings with mainland China in a bid to contain the Wuhan coronavirus, as the death toll from the outbreak topped 100, with more than 4,500 cases in the country.

                            The Government today (January 28) appeals to employers to make flexible work arrangement for employees in accordance with their operational needs in order to reduce the risk of the spread of novel coronavirus in the community. Except for staff providing emergency and essential services, employers should consider not requiring all other employees to return to the offices but to work at home. This will help maintain good labour-management relations and reduce the risk of the spread of novel coronavirus in the community. Employers should review the arrangement taking into account of the latest situation.

                              To tie in with the response level under the "Preparedness and Response Plan for Novel Infectious Disease of Public Health Significance" being raised to Emergency Response Level and avoid people from gathering, a spokesman for the Government Records Service (GRS) announced today (January 28) that public facilities (including Search Room and Exhibition Hall) in Hong Kong Public Records Building of GRS will be temporarily closed from tomorrow (January 29), visitor and public education programmes will also be cancelled until further notice.

                                To tie in with the response level under the "Preparedness and Response Plan for Novel Infectious Disease of Public Health Significance" being raised to Emergency Response Level and avoid people from gathering, a spokesman for the Agriculture, Fisheries and Conservation Department (AFCD) announced today (January 28) that the following AFCD public facilities will be temporarily closed from tomorrow (January 29) and school and public programmes will also be cancelled until further notice:

                                1. Hong Kong Wetland Park
                                2. Eight Country Park Visitor / Education Centres including Woodside Biodiversity Education Centre, Ngong Ping Nature Centre, Lions Nature Education Centre (except outdoor exhibition area), Shing Mun Country Park Visitor Centre, Aberdeen Tree Centre, Clear Water Bay Country Park Visitor Centre, Tai Mo Shan Country Park Visitor Centre and Sai Kung Country Park Visitor Centre (except reception counter for permit application)
                                3. Seven Hong Kong Geopark Park Visitor Centres, including Hong Kong Geopark Visitor Centre, Sai Kung Volcano Discovery Centre, Lai Chi Wo Geoheritage Centre, Tai Po Geoheritage Centre, Ap Chau Story Room, Kau Sai Village Story Room and Kat O Story Room
                                4. Endangered Species Resources Centre
